“There have been clashes between police and demonstrators all day. In some places, the crowd smashed up shops and committed other outrages {782}. There was a special spirit of Russian rebellion, a spirit of boundless violence without purpose or discrimination — a naked thirst for destruction, described by the words “pogrom” or “mayhem.” On Nevsky Prospekt, the crowd organized into a procession, marching with the slogans “Down with the autocracy!”, “Down with the war!” And again the Cossacks clearly showed no desire to obey orders.Realizing the seriousness of the food problem, the authorities held a high-level meeting on the evening of February 24.”
